Summary:
Last year the district conducted an RFP for third party support services regarding the Sports and Tutoring Grant that is an agreement with the City of Fort Worth and the 21st Century Program which is administered by the State. The Sports and Tutoring Grant rules include the fact that the campus must be within the City of Fort Worth and we currently have three campuses participating in this program: Sycamore, Meadowcreek, and Crowley Middle. The 21st Century Grant application requires that the district list the campuses that participate. The campuses currently participating in this grant are: Parkway, Jackie Carden, J. A Hargrave, Sydney Poynter, Oakmont, Mary Harris, and David Walker.

Crowley’s Sport and Tutoring Full-Service Providers must offer programming in THREE of the five enrichment areas on a daily basis in addition to homework assistance. Homework Assistance is defined as academic activities that relate directly to the students' current core class work in ELA, math, or science. Enrichment activities include: Academic Enrichment (does not include homework help & tutoring), Fine Arts, Recreation and Sports, Character Development and Community Service/Service Learning. Providers are expected to collaborate with Crowley ISD to align activities with the school day.

Crowley’s 21st Century Program Partial provider must offer programming in TWO of the six enrichment areas on a daily basis. Enrichment areas include: Hands on Academic Assistance, Fine Arts, Recreation and Sports, College and Career Readiness, Social and Emotional Development, and Community Service/Service Learning. The foundation of the collaboration between CISD and the Partial Provider is the 21st Century’s Administrative team that will provide guidance in program planning and involvement in the interview process for selecting the afterschool employees. The school partnership will be based on a common vision and ensure alignment between the afterschool activities and school learning goals by providing opportunities for youth to explore their interests and creativity. The Project Director will be the liaison for all campuses in the collaboration and communication between campuses and the third party provider.

The district awarded the RFP to Clayton Yes and has been extremely pleased with their instructional, safety, and communication efforts.
 
Budgetary Impact:
There is no local tax dollar impact on the budget. Both programs are totally grant funded  
Recommendation
The district recommends that we renew our agreement with Clayton Yes for the 2017 - 2018 school year.
