House Bill (HB) 674 was passed during the 85th Legislative Session and incorporated in the district’s 2017-18 Student Code of Conduct.

House Bill (HB) 674 prohibits out-of-school suspension for any students below grade 3 unless the student engages in conduct that is alcohol or drug related or that contains the elements of certain weapons offenses or certain violent offenses under the Penal Code. The bill also provides an option for districts to implement a positive behavior program containing certain elements as a disciplinary alternative for students below grade 3.

To comply with HB 674 and preserve the teaching environment and the learning environment for all students, the Elementary principals would like to establish an in-school suspension classroom at each campus. The focus of the ISS will be the modification of behavior in an environment that allows the student to remain at school and receive instruction. The ISS program could become an important component of school discipline that schools need.
Budgetary Impact:
The cost of ten paraprofessionals at an average annual salary of $21,000, for a total of $210,000 annually. The recapture of ADA funding due to students not being suspended out-of-school will help offset the total cost.  
Recommend approval of ten in-school suspension paraprofessionals as presented.
