Summary: We received notice from Walsh Gallegos on June 8, 2017 that TAPS was dissolving and would not be writing any new policies after August 31, 2017 or your particular expiration date, whichever came first. This left us little time to secure coverage for the coming year.

The District’s insurance policies including Property, General Liability (GL), Automobile and Educators Legal Liability (ELL) will expire on June 30, 2017.

Attached is a summary comparison detailing our policies from the current year and our proposed changes for the 2017-18 plan year.

We are recommending for Texas Political Subdivisions (TPS) to retain our property coverage with a small increase from $286,965 to $300,559. The other change in our property policy is an increase in our deductible for a hail damage claim. This increase is industry-wide and is not isolated to Crowley ISD. Due to a rise in hail claims across the State, all property carriers have changed their hail deductible to a percentage per location, per event with the percentage ranging from 1%-3%. Our proposal from TPS has our percentage at 1%.

For the expiring year, Texas Association of Public Schools (TAPS) carried our policies for GL, Auto and ELL. We requested quotes from TASB and the attached summary details their proposal.

Our recommendation is to renew with TPS for Property and Crime for the total amount of $302,827.

For GL, Auto and ELL, our recommendation is to move to TASB in the total amount of $100,505.
Budgetary Impact: For the 2016-17 coverage year, the total overall cost in premiums for Property, General Liability, Automobile and Educators Legal was $368,858.
The proposed premiums for the coming 2017-18 coverage year for all lines increased by $34,474, mainly due to the increase in ELL coverage.
Recommendation: Action Item – Recommend renewal with Texas Political Subdivisions (TPS) for district-wide Property and Crime insurance and to Texas Association of School Boards (TASB) for district-wide General Liability, Auto and Educator’s Legal Liability insurance as presented.
