Summary: A two-step RFQ process was performed for prospective General Contractors for the following projects:
• Bid Package 1 (BP2018-01) – New CTE Center
• Bid Package 2 (BP2018-02) – Renovations at both High Schools
• Bid Package 3 (BP2018-03) – New Maintenance/Warehouse Facility

We received six (6) responses to the RFQ. For Step 1 of the two-step process, we shortlisted to three (3) General Contractors who were interviewed by a panel consisting of Mr. Reaves, Mr. Bill Ownbey, Mr. Jones and three members from our architectural firm, VLK Architects.
The averaged tabulation of the six panel members is attached for your review.
As detailed on the tabulation, for BP2018-02 HS Renovations, the firm of Cadence McShane graded the second highest with an average score of 86.28 out of a possible 100 points. Although they rank 2nd in total points, our recommendation is to award to Cadence McShane for BP2018-02 due to the following reasons:
• Steele & Freeman ranked the highest for this project but we are already recommending award to them for the CTE Center (BP2018-01) AND Steele & Freeman has already been awarded to build Elementary #15 when that time comes. We are concerned about overall capacity and labor/manpower if the same General Contractor is awarded three very large projects that could potentially run simultaneously or significantly overlap.
• As a District, we want to maintain a pool of quality, reputable General Contractors that will always be interested in serving our District and will respond to all RFQ’s thus keeping the competitive level high. If the perception in the industry is that we consistently award to the same contractor, that pool may decrease as we RFQ for each new project.

For BP2018-03 Maintenance/Warehouse Facility, while the firm of Buford Thompson Construction did grade 0.94 points higher than Cadence McShane, we feel the significant experience Cadence McShane has with maintenance facilities makes them a stronger choice for this particular project. Cadence McShane scored an average of 87.39 out of a possible 100 points. Additionally, with the timeline of these three projects largely overlapping, we did not want to have three separate General Contractors all working in the District at the same time as that would prove challenging for both our field project oversight team as well as finance.
Also included is a breakdown of the proposed Construction Manager fees from the three firms who were interviewed.
Budgetary Impact: The estimated budget that was included in the RFQ for BP2018-02 HS Renovations is $27,020,400.
The proposed General Contractor fees total $2,143,021.
The estimated budget that was included in the RFQ for BP2018-03 Maintenance/ Warehouse Facility is $12,250,320.
The proposed General Contractor fees total $956,806.
Recommendation: Action Item – I recommend award to Cadence McShane for BP2018-02 and BP2018-03 as presented.
